Registration Cum Membership Certificate (RCMC)
Registration Cum Membership Certificate (RCMC) is a required document for the following purposes:
- To Import / Export of Restricted Items
- To claim benefits / concessions under Foreign Trade Policy.
An RCMC is issued by any one of the Authorized Export Promotion Councils (EPC) or Federation of Indian Export Organizations (FIEO) or Commodity Boards which are responsible for monitoring Exports and Imports in their respective Segments.
An entity can register with the respective authority either as
- Merchant Exporter
- Manufacturer Exporter
- Nature of Concern
In either case the exporter has to specify the product(s) for which the registration is sought and declare the main line of business.
Each Export Promotion Council or Commodity board is responsible for specific products. These authorities promote and support export firms in developing their overseas trade and presence by providing technical and industry insights. EPCs also promote government schemes, act as a data store and conduct overseas tours and studies. Export Promotional Council collects export and import data of its members, as well as other data which is relevant to International Trade to build a statistical base to compare industry growth. They offer advice to their members related to Technology, quality control, standards and specifications etc. They organize Trade Fairs, Exhibitions, Seminars, Meets between buyers and sellers to promote business etc. They are also responsible for promoting communication between Export business community and the Government.
The Exporter has to apply to the right EPC which is responsible for their line of business. Following is the list of Competent Authorities who can issue RCMC and their respective products.

Important to remember:
- Exporter will have to intimate the respective RCMC registering authority of any changes made in name, address, ownership or constitution within a month of such change.
- Exporter will be required to furnish quarterly returns providing the details of your exports to your registering authority.
In case of violation of the terms and conditions of registration, the registering authority can deregister RCMC for a particular period.
